Preparing Operations Plan and Commitment-Building with the Municipality
PREREQUISITE:
Conducting Rapid Land Tenure Appraisal
Community Mobilization for Systematic Adjudication
I. OBJECTIVES:
At the end of the lesson the participants will be able to:
a) Identify the objectives of the Operational Planning
b) describe the outputs of the operational planning activity
c) explain responsibilities and strategies in operational planning

III. PREPARATION:
This activity jointly undertaken and managed by the Social Development function of the Technical Support Unit of the PENRO and the SAT Leader
Operational planning with the municipal partner is necessary to secure commitments to implement LAND TITLING PROJECT for tenure improvement and local development. It is advantageous to groundwork with MPDO and key municipal leaders so they can become the champions for activating convergence mechanisms at the municipal level. It is preferable that municipal officials facilitate this meeting.
IV. PRESENTATION:
A. Objectives of the Operational Planning
1)To come to a clear understanding of the roles and responsibilities of the LGU partners and operationalize understanding and fulfil partnership commitments
B. Output of the activity
1)Agreement on responsibilities, strategies and activities between the SAT and the LGU, time/schedule of activities and a responsible person, documentation and allocation of work areas(What, where, when, by whom).
2)Memorandum of Partnership Agreement between SAT and the concerned LGU in capacitating the Lupon Tagapamayapa on dispute resolution at the barangay level in coordination with the MLGO/DILG; inclusion of the commitment of the Sangguniang Bayan to include land tenure concerns in the MDP.
C. Sub-Activities
1)Prepare agenda and materials for planning workshop with the municipal LGU, include the materials used in the previous prioritization of barangays done during Site Selection and Planning
2)Invite the MARO and the department heads at the municipal level to participate in the planning;
3)Conduct the planning workshop with the LGU to schedule activities and assign specific responsibilities. Consider the RLTA output in prioritizing planning of barangays;
4)Reaffirm the commitments made by the workshop participants.
