Lesson Plan
PREREQUISITE:
MUNICIPAL SITE SELECTION
   I. OBJECTIVES:
At the end of the session the participants will be able to:
1)Identify objectives of building partnerships
2)Identify activities jointly undertaken by the MLGU and PENRO/SAFO
3)Describe the MLGU role in Implementing the new land titling processes
4)Explain the strategies/.activities in building partnerships

Convergence and Community Mobilization comprises activities to initiate partnership for land tenure improvement and local development, Partnerships are necessary for coordination, operational planning and mobilization of the community,

III. PRESENTATION:

A. OBJECTIVES OF MEPB
1.Acquire the commitment of LGUs to partner in the
implementation;
2.Ensure sufficient understanding by the LGUs of the land titling program and its benefits;
3.Clarify the roles and responsibilities of LGUs in titling operations;
4.Prepare a municipal operations plan with adequate participation from the LGU.
5.Confirm the commitment of the LGU in the form of a resolution from the Municipal Council; and
6.Formalize the partnership through a Memorandum of Partnership Agreement (MOPA).

B. GUIDING PRINCIPLES
1.The engagement between the PARTIES must adhere to the principle of mutual trust, and sharing of responsibilities and benefits;
2.It is important that LGUs possess a good sense of ownership as this would sustain the partnership in the long run; and
3.With LGU and partners, the PROGRAM goals could more easily be achieved.

C. ESTABLISHING PARTNERSHIP AT THE MUNICIPAL LEVEL

1)Encourage active involvement by the Municipality in the operations planning prior to the commencement of barangay field work and implementation of the titling;
2)Encourage MLGU involvement in the conduct of the survey validation, RLTA and effective IEC
3)Facilitate easy access to records of the municipality necessary for the program implementation;
4)Forge a counter parting arrangement with the LGU (re: provision of staff for the progream etc)
5)Encourage MLGU to spearhead and pursue the agenda of land tenure improvement and local development in the MDP through the use of data, land tenure profiles and information generated

Step 1: Conduct Meeting With The Local Chief Executive
A meeting with the Local Chief Executive signals the start of the MEPB Process. Here the land titling program and processes is introduced having in mind of convincing the Local Executives  to adopt the land titling program.
A formal communication is sent to the Mayor for the purpose of seeking an appointment for a presentation meeting. During the meeting the presentation will include confirmation of support of the Local Chief Executive and agreement for the schedule of the project presentation to the municipal council; the designation of an LGU focal person and other project related matters.
Step 2: Project Presentation to the Municipal Council and Department  Heads
The formal presentation to the Municipal Council and Department Heads aims to orient LGU leaders on the mass tilting operations. It also serves as a venue for clarifying possible issues and concerns on the titling activities. The agreements made in this meeting would serve as basis for defining the quality of support to be given by LGU, which would be embodied in a Resolution issued by the Municipal Council.
The recommended contents of the presentation are as follows:
a)Historical account of land titling in the Philippines
b)The need for reform in the land administration system
c)Framework Land Tenure Security);
d)Systematic Adjudication (SA) and Simultaneous Survey and Adjudication (SSA)
e)Free Patent Application
f)Roles and responsibilities of LGU and partner
g)Required counterpart resources from the LGU
h)The need for an LGU focal person

OPEN FORUM


At the end of the presentation it is expected that the Municipal Council enacts a Resolution endorsing the Program and indicating the specific forms of support to be provided by the LGU. This output shall be coordinated by the LGU Focal Person and monitored by the SDU.

Step 3: Sign The Memorandum Of Partnership Agreement (MOPA)
After the presentation to the MLGU officials and key staff, will enact a Memorandum of Partnership Agreement (MOPA) with the MLGU. The MOPA shall be based on the agreements made in the earlier meetings with the Mayor and LGU officials, as well as the Resolution issued by the Municipal Council. This activity officially enter the two parties MLGU and SAFO, into a contract that formally binds their partnership in LANDC TITLING implementation. The recommended provisions of the MOPA are as follows:
a.Agreements on the rights, responsibilities and benefits in undertaking the titling project
b.Resources to be provided By the PARTIES LGU; designation of focal person by the LCE; organization of the convergence Technical Working Group(CTWG); provision of staff as  the LGU counterpart and office space in the municipal hall
c.Management and administrative arrangements between the two parties
d.Provisions for Exit and Project Sustainability

Step 4: Prepares Operations Plan with MLGU
The conduct of Operations Planning with MLGU officials and staff follows the signing of the MOPA,. The partners jointly develop a Workplan for the implementation of the land titling in identified barangays, finalize implementation arrangements and resource commitments between the partners, and address other concerns on operations.
This activity is expected to come up with the List of Prioritized Barangays (Initial 6 Barangays) for SA or SSA activities,defined           resource counterpart (financial and human resource) from the LGU  to support  implementation  Convergence Plan (if any)  Monitoring and Evaluation (M&E) arrangements and coordination mechanisms.
                                     
Step 5: Conduct  Workshop on Land Tenure Improvement Planning for the Barangay
This is a Planning Workshop for a cluster of 15 barangays. The number of planning workshops will depend on the number of clusters of        barangays in a municipality.
The General Objective of the Planning Workshop is to promote barangay and municipality-wide actions that shall improve land administration and management towards greater local investment and better access to development opportunities and social services.
The Specific Objectives
include:
a)Analyze the socio-economic and land-tenure conditions in the  barangays, ;
b)identify  issues that can be resolved to maximize the benefits of land titles;
c)develop land tenure improvement plan;
d)Identify resources of the LGU, national government agencies, civil society organizations and private sector organizations that can be tapped for the implementation of the action plans.

Suggested Matrix for Land Tenure Improvement Plan
For extensive gathering of ideas and equity in representation, the BLGUs are  encouraged to include at least a woman among their three representatives; encourage both men and women to ,participate in the meeting; encourage the participants to think of land-related gender issues, if any, in the list of issues and to come up with actions to address these issues.

In this activity, Barangay Officials are expected,receive land tenure documents; developed Tentative Barangay Land Tenure Improvement Plans (BLTIP); and Barangay officials expressed commitment to seek for the adoption of the BLTIP by theirrespective Barangay Councils.
a)Identify barangays that can be grouped together. Grouping
b)can be based on common crops or geographical location or  timing of completion of the adjudication process. There will be a  maximum of 15 barangays per planning workshop.
c)Invite three officials per barangay (barangay chairperson and two barangay councillors), municipal government officials, and  government agencies that can respond to  land-related concerns.
d)Conduct the planning workshop using the recommended  program 

During the Workshop, the SAT Leader or Deputy SAT Leaderand Social Development Officer shall encourage and assist the barangay and municipal government officials to:
a)Appreciate that land tenure problems are located in a broader context of agricultural policies, low productivity, poverty and landlessness
b)Be interested in land administration and management in the municipality by indicating areas (and using examples) where the LGU can make policy/regulations to improve land use planning, meet merging land use needs (urbanization), reduce the proportion of idle land, etc.
c)Take an interest in landlord-tenant relations and how they impact on agricultural production and local economic growth
d)Use the barangay land tenure profiles as input and resource for barangay and municipal development planning
e)Work with barangays to develop their Barangay Land Tenure Improvement Plans and incorporate these plans to the Municipal Development Plan by looking for issues common to a number of barangays that might be addressed by a municipality-wide approach
f)Consider ways of increasing own source revenue in order to meet development needs that are beyond the internal revenue allocation (IRA) development budget fund
g)Seek out existing and potential service providers, donors, NGOs and private sector interests to partner with the LGU in creating employment opportunities, implementing development projects, improving agricultural practices, diversifying livelihood options etc.
h)Activate committees and structures that provide for interagency action and coordination on initiatives
i)Set up monitoring and evaluation mechanisms to assess the implementation of the land tenure improvement plans.

Step 6: Municipal Exit Meeting
The Municipal Exit Meeting is conducted when all adjudication
activities in the municipality and all clusters of barangay land tenure improvement planning workshops have been completed.
In this Meeting, the SAFO presents the land tenure situation of the municipality after adjudication and the remaining challenges; explains the potential uses of the land tenure profile in steering the development of the area; and encourages representatives of stakeholder groups to pursue this development by forming or strengthening a convergence mechanism.
To be invited in this activity are the Mayor, Municipal Council, three (3) representatives of each Barangay Council, representatives of concerned government agencies (CENRO, DAR, Department of Agriculture), and representatives of civil society organizations.
The General Objective of the Meeting is to formally end the Project in the municipality and turn over the responsibility of sustaining Project gains to the Municipal Development Council, which is a local special body headed by the Mayor and composed of representatives from various departments of the LGU, representatives of government agencies operating in the municipality, and representatives of civil society and private sector organizations.
The Specific Objectives are:
a.Present the common contents (i.e., land-related issues and actions) of Barangay Land Tenure Improvement Plans;
b.Define municipality-wide actions and mechanisms to support the implementation of barangay land tenure improvement plans;
c.Turn over the responsibility for sustaining land tenure improvement processes to the LGU and other government agencies; and
d.Formalize the exit of the Project from the municipality.



Step 7: Land Titleholders and Tenants/Leaseholders’ Forum
The Land Titleholders and Tenants/Leaseholders’ Forum convenes all titleholders and tenants covered under LAMP 2 to discuss their land rights and responsibilities, the potential uses of their land titles, and the available resources of government and civil society organizations that can be tapped. The General Objective of the Forum is to link the possession of land titles to available services and resources towards land productivity and development.

The Specific Objectives are:
a)Raise the awareness of land titleholders and tenants/leaseholders on their land rights and responsibilities, and the available services and resources they can tap to maximize the benefits of their land titles; and
b)Link land title holders and tenants/leaseholders to government agencies, non-government organizations, and private sector organizations that can provide assistance for land tenure improvement and productivity.

To be invited in this activity are key MLGU officials; representatives of NGOs and private sector organizations; and government agencies such as the Department of Agrarian Reform, Department of Agriculture, National Irrigation Authority, National Commission on Indigenous Peoples, etc. 

The activity is expected:
a.To bring around 100 land titleholders and tenants/leaseholders attended the Forum and express understanding of their land rights and responsibilities and available services and resources that they can tap to maximize the benefits of land titles;
b.Government agencies presented their possible assistance to the implementation of the barangay land tenure improvements plans and other services;
c.MLGU commitment to form and facilitate the functioning of a convergence mechanism for a sustained land tenure improvement process towards local development in the municipality.

The Social Development Officer requests for a meeting with the MLGU Focal Person or Technical Working Group to plan for the conduct of the forum. The agenda of the meeting shall be:

a)Schedule and venue of the Forum
b)List of titleholders and tenants/leaseholders to be invited
c)Issuance of letters of invitation signed by the Mayor (c/o LGU)
d)Invitation of government agencies, non-governmental organizations and business organizations
e)Formulation of Program of Activities and identification of facilitators/resource persons for each topic
f)Agreement on funds-sharing between LAMP 2 and LGU for the activity

This forum is conducted during the adjudication period as part of the convergence activities at the barangay
